Job Summary

We are looking for an experienced Manager – Tendering & Cost Estimation with strong expertise in Railway Signaling & Telecommunication (S&T) projects.

The ideal candidate will be responsible for managing the complete tendering lifecycle, preparing techno-commercial bids, developing detailed cost estimates, coordinating with technical and procurement teams, and supporting contract negotiations for railway infrastructure projects.

The candidate should possess hands-on experience in railway signaling systems, telecom infrastructure, EPC tendering, and government railway procurement processes.

Experience Requirements:

Key Responsibilities

Tender Identification & Opportunity Analysis

Monitor and track railway tenders through:

Indian Railways E-Procurement System

Government e-Marketplace (GeM)

Railway PSU portals

Identify opportunities related to:

Railway signaling systems

Electronic Interlocking (EI)

Automatic signaling

Train protection systems

Railway telecom networks (OFC, GSM-R, LTE)

Conduct bid/no-bid analysis based on:

Technical capability

Commercial feasibility

Project risk assessment

Tender Preparation & Submission

Lead preparation of techno-commercial bids including:

Technical proposals

Compliance statements

BOQ analysis

Vendor quotations

Financial proposals

Ensure complete compliance with tender specifications and eligibility criteria

Participate in pre-bid meetings and technical clarification discussions

Manage timely tender submission activities

Cost Estimation & Pricing

Prepare detailed cost estimates for:

Signaling systems

Telecom infrastructure

Installation & commissioning

Testing & integration

Develop competitive pricing strategies and cost models

Evaluate project profitability and commercial risks

Technical Coordination

Coordinate with engineering teams for technical inputs related to:

Electronic Interlocking Systems

Block Signaling

Train Detection Systems

Optical Fiber Communication Networks

Review tender specifications and ensure technical compliance

Contract Management

Review:

General Conditions of Contract (GCC)

Special Conditions of Contract (SCC)

Identify contractual risks and recommend mitigation measures

Support management during contract negotiations and clarifications

Vendor & Partner Management

Obtain quotations from OEMs and vendors for signaling and telecom equipment

Coordinate with subcontractors, consortium partners, and suppliers

Maintain vendor relationships and procurement support

Preferred for Startup Environment

Ability to build tendering and estimation systems from scratch

Strong multitasking and project management abilities

Entrepreneurial mindset with proactive execution

Comfortable working in fast-paced and dynamic environments

Required Qualifications

Bachelor’s Degree in:
