Primary Responsibilities :

Commercial & Cost Management
Lead and manage the Civil Quantity Surveying department across multiple projects.
Oversee project cost planning, budgeting, forecasting, and financial control activities.
Prepare, review, and validate BOQs, cost estimates, tender documents, and commercial reports.
Monitor project budgets and ensure effective cost management throughout the project lifecycle.
Conduct cost analysis and recommend strategies to maximize project profitability.
Tendering & Procurement
Manage the complete tendering process, including quantity take-offs, bid evaluations, and commercial assessments.
Review and negotiate subcontractor and supplier quotations to achieve best-value procurement.
Support contract award recommendations and procurement strategies.
Ensure all procurement activities comply with contractual and commercial requirements.
Contract Administration & Claims Management
Administer construction contracts and ensure compliance with project agreements.
Manage variations, change orders, claims, and contractual correspondence.
Review and certify interim valuations, payment applications, and final accounts.
Lead negotiations related to contractual disputes, claims, and commercial settlements.
Ensure proper documentation and maintenance of all commercial records.
Team Leadership & Coordination
Lead, mentor, and develop a team of Quantity Surveyors and commercial professionals.
Allocate workloads, review deliverables, and ensure high-quality outputs from the QS team.
Coordinate with project managers, engineers, consultants, and stakeholders on commercial matters.
Provide regular commercial updates, cost reports, and financial summaries to senior management.
Reporting & Compliance
Prepare monthly cost reports, cash flow forecasts, budget variance reports, and management presentations.
Ensure compliance with construction contracts, commercial procedures, and industry standards.
Maintain alignment with project budgets, financial objectives, and contractual obligations.
Support project closeout activities, including final account preparation and settlement.

Experience Requirements:

Education
Bachelor's Degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field.
Experience
Minimum 10+ years of experience in Civil Quantity Surveying, Commercial Management, or Cost Management within the construction industry.
Proven experience managing large-scale construction, infrastructure, commercial, residential, or mixed-use projects.
Prior experience leading QS teams and managing end-to-end commercial functions.
Experience working with international construction projects and UAE contract standards is highly preferred.
Technical Skills
Strong expertise in cost planning, estimation, tendering, procurement, and contract administration.
Thorough understanding of construction contracts, claims management, and final account settlements.
Knowledge of FIDIC and other standard forms of construction contracts.
Advanced proficiency in Microsoft Excel, quantity surveying software, and commercial reporting tools.
